Shreveport Rezones 22 Acres Near Youree Drive for Mixed-Use Development

Shreveport city planners submitted a rezoning application on July 2 that would convert 22 acres along Youree Drive in the Broadmoor neighborhood from single-family residential to mixed-use commercial zoning.

The request arrives as Shreveport records its fastest residential permitting pace in five years, with 1,142 new housing units approved through May. Local officials say the change could bring apartments, small retail and office space to land currently occupied by aging ranch homes and vacant lots between East 70th Street and the Broadmoor Baptist Church campus.

Why the timing matters for Broadmoor

Broadmoor sits between the Shreveport Regional Airport and the Louisiana State Fairgrounds, two anchors that generate steady traffic but have seen limited new investment since the 2018 opening of the nearby Port of Caddo-Bossier industrial park. City records show median home values in the neighborhood rose 11 percent between 2023 and 2025, reaching $172,000, yet many properties along the proposed corridor remain on the market for more than 90 days. The rezoning would allow buildings up to four stories and reduce minimum lot sizes, a shift that mirrors changes already approved along Line Avenue in 2024.

Staff at the Caddo Parish Planning Commission reviewed the application last week and scheduled a public hearing for July 28 at Government Plaza. The proposal also requires approval from the Shreveport City Council, which last approved a similar mixed-use overlay in the Highland neighborhood in March.

Numbers behind the request

City data released with the filing project the rezoned parcel could support up to 180 residential units and 45,000 square feet of ground-floor commercial space. Current zoning permits only 48 single-family homes on the same acreage. Developers have already submitted preliminary site plans showing a central green space and two access points onto Youree Drive, which carries an average of 28,000 vehicles daily according to Louisiana Department of Transportation counts from 2025.

Residents can review the full application and submit comments through the city’s online portal until July 22. The planning commission will forward its recommendation to the city council, which could take a final vote in September.
