Proposed Rezoning Could Transform a Shreveport Suburb

The Caddo Parish Planning Commission will consider a rezoning request on July 22 that would shift 42 acres from single-family residential to mixed-use zoning along Line Avenue in the Broadmoor neighborhood. The change would allow apartments, retail and office space on land currently occupied by older homes and vacant lots.

The proposal arrives as Shreveport’s housing market shows steady demand for new units near major corridors. Median sale prices in the city reached $248,000 in the second quarter of 2026, according to parish assessor records, up from $219,000 two years earlier. Planners say the rezoning could add 180 housing units and 35,000 square feet of commercial space within walking distance of existing bus routes.

Changes for Broadmoor and nearby streets

Broadmoor residents have watched similar projects reshape blocks near Youree Drive over the past five years. The current request targets parcels between East 70th Street and the edge of the University Terrace subdivision. City planners note that the site sits one mile from the Shreveport Greenway trail extension and two blocks from the new Broadmoor Library branch that opened in March 2025. Traffic studies submitted with the application project an additional 1,200 daily vehicle trips once the first phase is complete.

Developers behind the application, Broadmoor Ventures LLC, have committed to preserving a 3-acre pocket park and linking it to the city’s existing trail network. The firm also agreed to contribute $420,000 toward sidewalk repairs along Line Avenue between East 70th and East 75th streets if the rezoning passes.

Next steps for residents and property owners

Property owners within 300 feet of the site received mailed notices last week. The commission meeting begins at 5:30 p.m. on July 22 in the Government Plaza chambers on Texas Street. Anyone who wants to speak must sign up by 5 p.m. that day through the parish planning office. If approved, the project would still need site-plan review and building permits before construction could start, a process expected to take at least 14 months.
